Looks to me like a simple hole punched in the fender is just going to rip a bigger hole and tear itself out. Older D-15's have the tail light directly behind the seat. Later models were on the fender and had a cast iron socket to mount the light to. Same part as a D17 IV and maybe III.
The first quick test I would do is run a jumper from the F terminal to ground and run the engine at half throttle and above. If it charges, investigate the F wire from the generator to the regulator. From there pull the belt off the generator and disconnect the wire on the F terminal at the generator.

Had a problem with my D15 Series 2 running and stopping when too rich. Bad carb float. The little gremlins will drive you crazy. I would take hose loose from carb, open sediment bowl petcock and drain tank into a gas can. Then take sediment bowl assembly off, and check it over. Also check tank for dirt.
I was wondering if I could convert a D15 with mounted cultivators to a seven row unit? The toolbar is a bit small, so mounting newer row units for 21" spacing may be a bit of a challenge. Thanks for the thoughts. Kevin the front mounted cultivators are connected to the rear lift arms.
I had a picture once of the two fenders one sitting inside the other almost the same length but the d15 curls in more at the top and the d17 has more of a corner. D17 Fenders are bigger than a D14. D17 and 19 fenders are the same. D14 and D15 fenders are the same (except for the headlight mounts for the D15 II).

If the D-15 is like the D-14, it's a high pressure,low flow pump. About 3500#.Way too much for 'modern' hydraulic 'things'. Hopefully a D-15er will respond with the numbers. You do NOT want to be nearby when a hose/fitting breaks or damage the bailer hydraulics. Most hydraulic valves can be adjusted for pressure.

here is some history on the tractor. It was a D15 Series 1 industrial which was owned by a town the town blew the motor and i was told that the dealer swapped it out to a series 2 160 gas. The block on my tractor is stamped 3-1607-R. the old sleeves measure. bore 3.50".

The generator has a splined shaft sticking out the back with a collar and matching splines on the pump. They get worn and slip. The large diameter hose is the inlet to the pump. Make sure it isn't sucking air. The control valve is on the steering input shaft. When you turn the shaft and put some torque on it, it should slide in and out slightly.
